National Consultant on Public Procurement Assessment- “Support to Policy Advice and Programme Implementation” Project

Background:
The Government of Moldova under support of the United Nations Development Programme (UNDP) is undertaking a Public Procurement Assessment Exercise based on Indicators developed by the OECD/DAC-World Bank Round Table on Strengthening Procurement Capacities in Developing Countries (hereinafter referred to as “the assessment
The objective of the assessment is to provide technical assistance to the Moldovan authorities to support the preparation of studies and strategies needed to undertake the reform measures to upgrade public acquisition systems, institutions, procedures and capacities. The results of the assessment will be used a reference by the Government and the donor community for the purposes of planning and channelling future external development assistance, as well as identify gaps and capacity-building needs.


Tasks and responsibilities:
The Consultants will assist in conducting the assessment of country procurement system of Moldova using the Benchmarking and Assessment Methodology developed by the OECD-DAC IV on Procurement and in providing specific recommendation on application of this methodology and on capacity development of country procurement system.


Qualifications and skills required:

National Consultant
- Advanced University Degree in a relevant discipline (e.g. Engineering, Law, Business Management, etc) and a minimum of three to five years’ experience in contracting procedures and public procurement in Moldova.
- Previous exposure to OECD methodology for such exercises is desired, including experience with the application of - - Base-Line Indicators Methodology for assessment of country procurement system.
- Demonstrated experience in similar analytical exercises required.
- Results-orientation and ability to deliver a top-quality report within limited timeframes.
- Moldovan national, fluent in Romanian, Russian and English languages (spoken and written).
- Immediate availability.
