Project Manager- “Scaling-up the response to HIV/AIDS in the Uniformed Services of Moldova” Project

Background:
This project aims at supporting the development of effective mechanisms for comprehensive HIV/STI prevention measures in the uniformed services in Moldova. The project activities will aim to prevent HIV and other health risks, such as drug abuse and sexually transmitted infections among uniformed personnel. Under the second phase, the project intends to create favorable conditions to utilize and learn from national and international experience. In addition, the project will provide possibility of spreading unique accumulated experience regarding HIV/AIDS prevention through the entire system (including educational institutions) of governmental uniformed agencies of Moldova.
Summary of key functions:
- Assume full responsibility for and manage effectively and efficiently all project activities and resources in order to meet expected results.
- Develop annual activity and procurement work plans as well as budgets based on expected year-end outputs; ensure close monitoring of activities and disbursements.
- Build, motivate and lead a high performing team;
- Apply UNDP programming tools;
- Maintain close coordination with project partners, ensure synergies, avoid overlaps in project implementation, collaborate with other donors working in the same area, provide information relevant to the project;
- Ensures visibility of programme/project achievements at the national/local level, as well as regional;
- Bears responsibility for the quality and timely delivery of the project products developed herein;
Qualifications and skills required:
- University/Master Degree in Public Health, Human Rights, Social Science or other related areas
- At least 3 (three) years of progressively responsible experience is required at the national or international level in the management or development of Public Health, HIV/AIDS programmes
- In-depth knowledge and understanding of HIV/AIDS situation, development issues, programmes, national and international frameworks and counterparts
- Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector / consulting firm is a very strong advantage
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems
- Fluency in both oral and written English and Romanian is a must. Knowledge of Russian desired.
