MCC Monitoring and Evaluation Expert -“Improved Capacities for Managing Development” (Umbrella) project

Background:
UNDP supports the national development priorities of the Republic of Moldova through capacity building in the formulation, coordination, monitoring and evaluation of development policies and programmes and through strengthening the national capacity to mobilize donor resources for their implementation. Within this framework UNDP provides support to national authorities in developing the Compact proposal for the Millennium Challenge Corporation (MCC).
Tasks and responsibilities:
The incumbent will provide necessary monitoring and evaluation expertise for the refinement of the Compact investment proposal to the MCC. In particular, the incumbent will plan and prepare for the monitoring and evaluation of the projects included in Compact proposal in accordance with MCC guidelines and in line with the general target of the Compact intervention - poverty reduction through economic growth.
Qualifications and skills required:

  1. University degree in management, economics, public policy or other related field; Master degree is an asset.
  2. Minimum 2 years of relevant experience in investment/development projects;
  3. Experience in designing monitoring and evaluation activities in similar projects;
  4. Understanding of the transportation and/or energy and/or irrigation and/or health sector policies;
  5. Knowledge of donors working procedures is a plus;
  6. Fluent in spoken, written Romanian and English; knowledge of Russian is desirable;
  7. Good computer skills (MS Office).
