6 national consultants (3 experts and 3 assistants) to assess the human rights education in the school system - UNDP, UNESCO

Background:

The international community has increasingly expressed consensus on the fundamental contribution of human rights education to the realization of human rights. A Regional European Meeting was organized by the Council of Europe on 5-6 November 2007 in Strasbourg, in cooperation with the Office of the UN High Commissioner for Human Rights (OHCHR), UNESCO and the OSCE/ODIHR (Organization for Security and Co-operation in Europe/Office for Democratic Institutions and Human Rights) in conjunction with the Council’s role to monitor and support the implementation of the first phase of the World Programme for Human Rights Education. In this context, the Governments are called to develop human rights education national strategies/action plans to ensure integration and promotion of human rights in the school system. In line with the above, the United National Inter-Agency Committee for Human Rights Education in School System requested the UN Agencies to provide support at the national level in the development and implementation of such initiatives, including a comprehensive assessment on human rights education situation in the school system in line with the requirements of the UN World Programme for Human Rights Education (WPHRE).

Tasks and responsibilities:

  • undertake a comprehensive review of the relevant international and national legal frameworks, relevant studies and researches in the human rights (education) area etc.
  • discussion and agree with Ministry of Education and relevant UN project/progarmme representatives on the assessment’ s conceptual approach, timetable of activities undertaken by the consultants, as well as division of responsibilities under the given assignment;
  • hold meetings with the representatives of Ministry of Education and Youth, other national counterparts, UN agencies, Council of Europe, etc. to carry out an inventory of support provided in human rights education;
  • discuss and submit the assessment methodology, draft content/structure of study/report for approval to the national and UN counterparts;
  • assess the existing policies and policies implementation mechanisms in the human rights education
  • assess the existing human rights education practices, tools and resources
  • based on questionnaire developed, interview teachers, pupils, parents to assess their level of knowledge, skills and attitudes towards human rights education

Qualifications and skills required:

  • University or MA degree in education, human rights, or other relevant fields;
  • Extensive work experience in the human rights education/education (preferably in primary and secondary school);
  • Extensive knowledge of school education system/specifics, as well as human rights principles, standards, values, mechanisms and instruments;
  • Demonstrated knowledge and experience in carrying out assessments, feasibility and comparative studies, monitoring and evaluation activities;
  • Very strong analytical and writing skills;
  • Excellent and constructive presentation communication skills, ability to facilitate discussions;
