Background:
UNDP is implementing EU funded Belarus, Ukraine, Moldova Anti-drug Programme (BUMAD). The BUMAD programme’s overall objective is to support capacity building in preventing drug abuse and fighting drug trafficking (balanced approach between demand and supply reduction) in Belarus, Moldova and Ukraine as well as to improve regional cooperation in this field. More specifically the objective of the BUMAD programme in Moldova is to strengthen actions that reduce the negative effect of illicit drugs in the Republic of Moldova and reduce flows of illicit drugs from and through Moldova towards EU Member States. In this respect, BUMAD is contributing to reinforcement and harmonization of drug control legislative and regulatory frameworks, strengthening land border interdiction capacities, creating institutional capacities of monitoring drug situation in the country, developing prevention skills within Police forces, strengthening NGOs capacities to jointly address the negative effects of drugs in Moldova.
These measures will strengthen capacities of Moldova to combat drug trafficking and abuse.
One of the objectives of the programme is to establish at the national level a long term strategic approach to address drug trafficking and drug abuse, following the EU standards in this area. This can be achieved by elaborating and adopting a national anti-drug strategy, which will specifically address supply and demand reduction, harm reduction, interagency cooperation at the national and international levels. This document will coordinate the efforts of all authorities and institutions involved in drug field and will concentrate the anti-drug development assistance interventions.
To this end, UNDP seeks a qualified candidate to fill the post of expert in order to assess current situation on national strategy developments and to provide a workshop on national strategy elaboration for the national counterparts.
Tasks and responsibilities:
- Review the legal and institutional framework for drug policy making in Moldova
- Review the relevant international experience
- Make all preparations for a 3 days workshop on national anti-drug strategy development with the representatives of national authorities (Ministry of Health, Ministry of Interior, General Prosecutor’s Office, Customs Service, Border Guards Service, etc.), as well as NGO representatives.
- Provide a training on the
- EU standards in the field;
- structure of an anti-drug national strategy;
- in-depth overview of methodologies used in developing a national anti-drug strategy;
- main components of a national anti-drug strategy;
- implementation of institutional framework;
- Creation of country action plans financially covered and based on the strategy
- Develop recommendations on further steps in the process of development of national anti-drug strategy.
- Develop in close collaboration with Ministry of Interior/Ministry of Health staff the work plan (works schedule and logistics) on development of the national anti-drug strategy.
- Produce a report containing recommendations for Moldovan national drug policy and an overview of European standards and best practices in the field.
- Throughout the assignment ensure interagency cooperation in development of the national anti-drug strategy through meetings with relevant stakeholders.

Qualifications and skills required:
- Postgraduate studies in related field
- Proven experience in assisting Governments in elaborating national anti drug strategies
- Minimum 10 years of post graduate extensive experience in the area of drugs
- Proved analytical skills and ability to work under tight deadlines
- Excellent knowledge of English
- Experience working with European Monitoring Centre on Drugs and Drug Abuse
- Experience working in CIS and East Europe
