Background:
UNDP seeks a consultant to coordinate the communications activities of two projects: BUMAD and e-Governance.
About BUMAD Programme: The Belarus, Ukraine and Moldova Anti-Drugs (BUMAD) programme is a regional initiative funded by the European Union and UNDP since 2003 to tackle drug trafficking from and through Belarus, Ukraine and Moldova to EU Member States. In Moldova, the programme specifically supports institutional reforms and strengthening of the judicial system in combating drug trafficking and prevention of drug abuse.
About e-Governance Project: The e-Governance project supports national institutions in applying the Information and Communication Technologies to public administration systems and processes by advancing new solutions aimed at better public service delivery and more transparent decision making. The areas of intervention are covering policy making in the area information society development, development of on-line public services, training public servants in using ICTs and promoting e-democracy practices.
Summary of key functions:
- Write stories, press releases and news about the projects’ most important achievements to be placed in the national media as well as in the local and regional websites;
- Promote the projects’ results in national media by organizing and facilitating interviews with experts in the area, maintaining relations with the media, etc.;
- Develop concepts of various communications products such as TV programmes, publications and other promotional or information materials;
- Develop and coordinate the implementation of the communications strategy and work plan of the projects according to EC and UNDP communication guidelines;
- Closely coordinate and monitor visibility activities;
- Fulfil the UNDP and EU guidelines on Communication and Visibility;
- When necessary communicate with UNDP and European Commission Delegation Communication Officers;
- Review and adjust communication activities as needed;
- Other related responsibilities as required
Qualifications and skills required:
Qualifications:
- Advanced university degree in Journalism/Mass Communications or related fields.
- At least 3-5 years of experience in working with mass-media
Experience:
- In-depth knowledge and understanding of development issues and relevant work experience.
- Experience in managing Communications or PR work
- Knowledge and understanding of EU and UNDP overall operations in the country.
- Knowledge of the government institutions and PR agencies, news agencies.
- Five years of progressively responsible in PR agency or company, practical experience in communications plans and programmes
