Local consultant/s on the development of the e-Statistics web-Portal concept for the National Bureau of Statistics - “Strengthening the National Statistical System" project

Background:

The “Strengthening the National Statistical System” project is aimed to contribute for achieving the general outcome of pro-poor policies, addressing development and population issues, which are formulated, implemented, and monitored in a more transparent and participatory manner. The overall expected result of the Joint Project is to improve data collection, dissemination and use of statistical information with particular attention to national needs and official statistics overall conformity with international standards.

Tasks and responsibilities:

The National Consultant/s will take over the concept of the e-Statistics Reporting Subsystem of National Bureau of Statistics (NBS) recently developed by the team of national consultants within the e-Governance Project and will expand it to the concept of e-Statistics web-Portal and will develop Technical Specifications for the portal. The concept should also contain tools for electronic collection of statistical information from legal entities.

The Concept will be formulated on modular basis to assure the possibility to schedule the implementation of the Concept module by module taking into account the necessities and the financial and organisational possibilities. The Concept should provide the possibility portal functionality extension.

Qualifications and skills required:

  • University degree in computer science, and/or areas relevant for the assignment;
  • In-depth knowledge and understanding of e-Statistics, ICT and e-Governance development issues and relevant work experience;
  • Previous experience with e-Statistics reporting paper formulation;
  • Knowledge and understanding of planning, policy development, analysis, and research;
  • Knowledge of the government institutions;
  • Full understanding of decision making processes and the ICT role in administrative and management processes;
  • Proven experience in designing and managing web-portals or other relevant professional experience;
  • Minimum of 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions and international organizations;
  • Good analytical and writing skills;
  • Necessary abilities for team-work;
  • Fluency in Romanian. Knowledge of English would be an advantage.
