Local consultant for the improvement of the data dissemination tools and practices for the National Bureau of Statistics - “Strengthening the National Statistical System" project

Background:

The “Strengthening the National Statistical System” project is aimed to contribute for achieving the general outcome of pro-poor policies, addressing development and population issues, which are formulated, implemented, and monitored in a more transparent and participatory manner. The overall expected result of the Joint Project is to improve data collection, dissemination and use of statistical information with particular attention to national needs and official statistics overall conformity with international standards.

Tasks and responsibilities:

The scope of the assignment is to provide necessary support to the National Bureau of Statistics (NBS) in the ensuring of universal access to statistical data through improvement of dissemination systems, practices and tools aiming to meet users' requirements.

The National Consultant will study the technological processes for creation/drafting, circulation/workflow, approval and publishing of information on NBS web-site and will develop the draft Regulation on NBS web-site content update according to the Government Decision # 668 as of 19/06/2006 regarding the official web-pages of Public Administration Authorities on the Internet and the Law on Official Statistics.

According to the national and international requirements on primary data confidentiality appropriate measures to prevent the identification of the statistical units which served as the primary sources of information should be taken. To address this issue a policy on data dissemination within NBS is required. The consultant will develop the draft of this policy which afterwards will be completed by the NBS staff.

Qualifications and skills required:

  • University degree in computer science, and/or areas relevant for the assignment (statistics, law, economics, other);
  • Knowledge and understanding of planning, policy development, analysis, and research;
  • Knowledge of the government institutions;
  • Full understanding of decision making processes and the ICT role in administrative and management processes;
  • Minimum of 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions and international organizations;
  • Good analytical and writing skills;
  • Necessary abilities for team-work;
  • Fluency in Romanian. Knowledge of English would be an advantage.
