International consultant for revision of the Concept of the State Automated Information System ‘Elections -Building e-Governance in Moldova-2” Project

Background:

Through this project UNDP is assisting the Government of Moldova in implementing the e-Governance component of the National Strategy “e-Moldova” With the overarching goal of strengthening democracy in the country, the Project aims to support the Government in advancing e-government solutions for a better public service delivery and more transparent decision making.

Tasks and responsibilities:

The objective of the assignment is to revise the ISE Concept paper from the point of view of the best world practices in electronic voting systems.

In order to achieve the objective, the Consultant is expected to carry out high level services and deliver the following outputs of the assignment:

  • Draft Revision document
  • Final Revision document

Qualifications and skills required:

  • Advanced degree, in public administration or governance, and/or other areas relevant for the assignment;
  • In-depth knowledge and understanding of ICT and e-Voting issues and relevant work experience;
  • Experience in project and programme implementation in e-voting system development;
  • Knowledge of the government institutions;
  • Experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions;
  • Previous experience with computer science and concept formulation would be an asset;
  • Good interpersonal skills, solid judgement/decision making, initiative and creativity, be a team player;
  • Computer literacy.
