International Consultant on elaboration of strategic/organizational development plan for the Ministry of Foreign Affairs and European Integration - "Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration Project”

Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.
Tasks and responsibilities:
- Analyze the policy documents regulating the Ministry’s sector/activity and the medium-term objectives that have to be achieved by the ministry;
- Assess the functional and institutional capacities of the Ministry (together with their management) to achieve planned short- and medium-term objectives (based on a methodology provided by the Policy Analysis Unit (PAC) within the Government Office);
- Establish a sequence of necessary steps to be taken to improve performance of the Ministry;
- Elaborate time-bound strategic/organizational development plan of the Ministry (strategic objectives, institutional and functional reorganization actions, professional development actions, etc.);
- Consult on amending internal regulations of Ministry and subordinated bodies in order to define the functions of formulation, implementation of, and accountability for sector polices;
- Conduct specific activities with the Ministry to promote effective strategic planning process.
Qualifications and skills required:
- Advanced degree in Economics, Public Administration, Management, Law or sector-related areas,
- Proven experience in implementing public administration reform, particularly in supporting institutional reorganization, as well as capable of assessing financial implications of the restructuring/modernization (it is desirable if the consultant has experience in reorganizing the Foreign Affairs sector of public administration) in Central and Eastern Europe;
- Experience in reforming government institutions within projects funded by international organizations;
- Work experience in the following sector Foreign Affairs and European Integration (Ministries’ activity);
- Proven experience in elaborating policies/strategies;
- Excellent analytical and communication skills;
- Strong communication skills (written) and fluency in written and spoken English, knowledge of Romanian and/or Russian would be an added advantage.
