Local Consultant on elaboration of strategic/organizational development plan for the Ministry of Foreign Affairs and European Integration - "Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration Project”

Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.
Tasks and responsibilities:
- Analyze the policy documents regulating the Ministry’s sector/activity and the short and medium-term objectives that have to be achieved by the ministry;
- Analyze and interpret data of the previous functional reviews;
- Participate to the functional and institutional capacities assessment of the Ministry (together with their management) and assist in the establishment of necessary steps to be taken to improve performance of respective Ministry;
- Provide additional information for decision-making;
- Consult on amending internal regulations of Ministry and subordinated bodies in order to define the functions of formulation, implementation of, and accountability for sector polices;
- Collect and analyze information under the guidance of international consultant;
- Assist the ministry in formulation of the strategic/organizational development plan of the ministry, involving key ministry staff and stakeholders in this process (in accordance with the Methodology on the elaboration of the Strategic development plans of the ministries).
Qualifications and skills required:
- University degree in Economics, Public Administration, Management, Law or sector-related areas;
- Minimum 5 year experience in collaboration with the government sector;
- Work experience in the following economical sector (ministry);
- Experience in working with international organizations;
- Strong analytical and drafting skills;
- Experience in participating to elaborating policies/strategies would be considered as an advantage;
- Computer skills (Windows, MS Office, Internet Explorer);
- Knowledge of Romanian, Russian, English.
