National Public Policies Consultant - Integrated Local Development Programme

Background:
Drawing upon Moldovan and global expertise in facilitating local self-governance and community-led development, the Ministry of Local Public Administration and UNDP proposes to implement an Integrated Local Development Programme (ILDP) that provides knowledge-based policy advice at central and regional levels coupled with a scaled up community-level intervention that aims to integrate local authorities into regional and community level development processes.

Tasks and responsibilities:
The expert shall grant assistance to the leadership of Local Public Administration Ministry for setting up and enhancing the capacities of the Department for Policies Analysis, Monitoring and Evaluation (DPAME):

  1. Assistance and support for creating and institutionalising the DPAME.
  2. Development of policy documents for MLPA for medium and long term, based on the Plan of Activities of the Government of the Republic of Moldova for 2005-2009, DPS and Moldova-EU Action Plan.
  3. Development, in coordination with MLPA, of activities to be included in MLPA Activity Plan for 2008-2009, in accordance with NDS and Moldova-EU Action Plan.
  4. Assistance provision to DPAME for the collaboration with the External Consultant (contracted by UNDP) in administrative decentralization roadmap formulation and action-planning.

Qualifications and skills required:

  • Advanced university degree in public administration or other relevant field, with a proven record of specialization
  • At least 5 years proven experience in the field of public administration
  • Proven experience in elaborating public policies/strategies
  • Robust analytical skills and writing skills
  • Strong interpersonal and communication skills
  • Demonstrated capacity of team-orientation work
  • Experience in Human Resources Management
  • Fluency in Romanian. Knowledge of English would be an advantage
  • Proficiency in computer applications (Windows, MS Office, IE, Outlook)
