Consultant in Administrative Decentralization
Background:
At the moment, decentralization represents an essential political option for the internal reform agenda of the Republic of Moldova, aiming to qualitatively transform the public sector, to enhance the local autonomy, to delegate relevant duties to the closer-to-citizens’ authorities, following the principles of transparency, legality, efficiency, responsibility and administrative solidarity.
Tasks and responsibilities:
The general objective of the requested advisory services aims to grant assistance to the Ministry of Local Public Administration of the Republic of Moldova for promoting decentralization policy in accordance with the Framework Law of the Republic of Moldova on Administrative Decentralization, No 435, dated December 28, 2006, and the Government Decision No 93, dated February 4, 2008, on “the Approval of the Regulation of the Parity Commission for Administrative Decentralization”, through the following:
- Provide the MLPA with necessary expertise during the process of defining the implementing methodology of the administrative decentralization in the Republic of Moldova;
- Enhance analytical and professional capacities of the MLPA in terms of decision-making within the framework of decentralization process, providing ad-hoc advice and technical support;
- Promote a participatory approach for decentralization by involving local and national stakeholders in the effort of generating critical and constructive feedback, specific observations that shall direct the changes in the system;
- Provide substantive research input and coordinate the response to the relevant requests on the regional and global networks;
- The key results have an impact on the overall performance of the Democratic Governance Practice and success in policy advice and programme development and implementation. Accurate analysis, data entry and presentation of information ensure proper policy advice and programme implementation.
Qualifications and skills required (Legal Consultant in Decentralization):
- Advanced university degree in legal studies, with a proven record of specialization
- At least 3 years experience in the field of public administration
- Knowledge of National and European legislation in the field of public administration
- Experience in elaborating public policies/strategies would be an advantage
- Robust analytical skills and writing skills
- Demonstrated capacity of team-orientation work
- Fluency in Romanian and Russian. Knowledge of English would be an advantage
- Proficiency in computer applications (Windows, MS Office, IE, Outlook)
Qualifications and skills required (Consultant in Administrative Decentralization):
- Advanced university degree in public administration or other relevant field, with a proven record of specialization
- At least 3 years experience in the field of public administration
- Knowledge of the national administrative system
- Proven experience in elaborating public policies/strategies
- Robust analytical skills and writing skills
- Demonstrated capacity of team-orientation work
- Fluency in Romanian and Russian. Knowledge of English would be an advantage
- Proficiency in computer applications (Windows, MS Office, IE, Outlook)
