National Consultant/Development of the Initial Training Curricula, Training Materials and a Practical Guide for Court Clerks for the National Institute of Justice (short-term)

Background:
UNDP Moldova is seeking to employ a group of National Consultants to develop Initial Training Curricula, Training Materials and a Practical Guide for Court Clerks enrolled in the training provided to the National Institute of Justice (NIJ).
Tasks and responsibilities:
In order to achieve objectives, the Contractor will:
- Desk review of the relevant national and international documents;
- Analyze the objectives and the existing curricula components of the NIJ training programme for students enrolled in the initial training provided by NIJ;
- Given the approved methodology, develop the content of the curricula and training materials for initial training for Court Clerks as per their specific needs (different specialisations and Courts’ level);
- Develop a practical guide for Court Clerks to be used in their daily work which would include a theoretical part and samples of legal documents;
- Pilot the products developed at the training sessions organized by NIJ, collect the feedback/recommendations and introduce the necessary amendments;
- Submit the final versions of the products to be approved by NIJ Council (in both hard and soft copy), as well as the assignment report to NIJ and UNDP.
Qualifications and skills required:
Education: University or Higher Degree (MA and Ph.D.) in Law.
Experience:
- Proven experience of working in justice system/legal education;
- Extensive knowledge of international and national legal framework, including human rights standards, systems, instruments and mechanisms etc.;
- Proven experience in training of legal specialists is an advantage;
- Experience in developing methodical, informative and didactical materials;
- Have publications in law/justice field.
Abilities:
- Ability to analyze and generalize, to develop methodical and training materials;
- Ability/capacity to provide consultancy services;
- Ability to work in a team;
- Efficient communications and writing skills in legal area;
- Extensive PC skills, ability to use Internet;
- Fluent in State Language. Knowledge of Russian and English is an asset.
