The scope of work: development of the Concept of Information System of the National Bureau of Statistics (NBS) of the Republic of Moldova

Background
The National and International Consultans in cooperation with the Project, Ministry of Information Development and National Bureau of Statistics will implement the fist phase of the Statistical Information System development.

Summary of tasks:

• NC1 (Team Leader) - Development of the Concept outline, Concept content, planning, coordination of team work, discussion with public authorities involved in statistics
• NC2 - Development of Action Plan, Discussion with NBS, MDI, other  Public Authorities involved in statistics
• IC1 - Revision of the Concept outline, Revision of the draft Concept. Recommendations based of best regional practices. Plan for Twinning Project initiation.
• IC2 - Revision of the Concept outline. Revision of draft Action Plan, Recommendations based of best regional practices

Qualifications and skills required:

• Advanced degree in computer science/statistics, in public administration, governance, economics, and/or other areas relevant for the assignment.
• In-depth knowledge and understanding of ICT and e-Governance development issues and relevant work experience.
• Knowledge of e-statistics instruments and methods of e-statistics development is required.
• Experience in project and programme implementation in e-services development.
• Knowledge of the government institutions,
• Understanding of IT statistical systems.
• Minimum of 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions.
• Previous experience with e-statistics and concept formulation would be an asset.
• Fluency in English orally and in writing. For National Consultants fluency in Romanian is mandatory.
