Four Land Cadastre Engineering Consultants - Chisinau Municipality Development Project

Background:
The UNDP-Government of Moldova Country Program Action Plan for the period 2007-2011 foresees interventions that actively support sustainable local development and promote democratic local governance. Within this broad agreement about the collective priorities of UN assistance in Moldova, UNDP is implementing the Chisinau Municipality Development Project aiming to strengthen institutional and financial capacity of local public authorities to operate in a more effective and transparent manner.
In the context of improvement of municipal assets management, Chisinau local public administration is finalizing the process of inventory of land resources representing municipal property. To support these efforts UNDP Moldova seeks four land cadastre engineering consultants to assist Chisinau Mayoralty in analyzing the city built area (12,300 hectares) GIS plans for complete identification and inventory of land resources – municipal property, which are currently not yet registered as land cadastre system.
Tasks and responsibilities:
- Analyze an area of 3075 hectares (using GIS instrument MapInfo Professional): the cadastre plans of the city of Chisinau, Ortophoto plans and engineering plans (1:500 scale) in order to identify the land resources – municipal property, which are not yet ‘formed’ as real estate goods (‘plots’) and registered in land cadastre system.
- Ensure Urban Assessment (technical, economic, environmental and legal aspects) of the identified land resources – municipal property (e.g. utilities access, transport access, social infrastructure coverage, environmental characteristics, economic value, etc) in accordance with Chisinau Mayoralty methodology.
- ‘Form’ the identified and assessed land resources as urban ‘plots’, using GIS instrument MapInfo Professional.
- Introduce the ‘formed’ plots in the mayoralty’s geo-informational data base (specially dedicated GIS layer – ‘municipal land reserves’)
Qualifications and skills required:
- University degree in urbanism and/or cadastre
- Advanced knowledge of Geo-Informational System tools (inclusive MapInfo Professional, Ortophoto)
- At least 3 years of proven professional experience in land cadastre fields
- Experienced in urbanistic assets of land plots
- Fluency in Romanian
