National Consultant on Communication for the Ministry of Foreign Affairs and European Integration

Background:
The “Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration” project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.
Tasks and responsibilities:

  • Analyze and provide concrete recommendation for improvement of the regulations and rules governing the operation of the Public Relations and Mass Media Department of the MFAEI;
  • Advise and coach Mass Media Department in implementing new communications tools and approaches;
  • Analyze the experiences abroad, look for suitable model of the governmental press service and provide recommendations for MFAEI`s Mass Media Department, based on analysis made; Review process and procedures for processing and effective use of external information sources; Develop guidelines for presentation of all information in simple plain non-bureaucratic language and in a user-friendly manner;
  • Analyze the activity of the Consular Affairs Department of the MFAEI and provide recommendation for improving its activity in terms of public relations and service delivery, to be more transparent and open to its beneficiaries, partners and general public;

Eligibility criteria for potential candidates:

  • Proven experience in designing and managing high-level public communication programs;
  • Solid understanding of and ability to apply communications tools and techniques, including the ability to analyze and use research data;
  • Educational background in communication, journalism, social sciences, public affairs, political science, and international relations;
  • At least 5 years of relevant professional experience;
  • Experience working with government institutions, international organizations;
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
  • Ability to coach and conduct systematic skills transfer;
  • Good analytical and writing skills;
  • Fluency in both oral and written English and Romanian.
