Project Assistant- Project “Moldova Electoral Support”

Background:
The present project is designed to support democratic development in Moldova through strengthening of the electoral processes over the coming electoral cycles up to 2013 with immediate emphasis on the 2009 Parliamentary elections. The key areas of development assistance include improved voter register; use of IT in election administration; enfranchisement of diaspora; capacity building of electoral staff; enhanced transparency of the electoral process through use of media, voter education and observation; legislative reform; and direct support for procurement of specific election materials.

Summary of key functions:

  • Pro-active contribution to daily project implementation and ensuring conformity to expected results and project work-plans.
  • Support to international consultants (communication, contracts, agenda, visas, hotel reservations, etc).
  • Contracts preparation; maintenance of records on all project personnel/national consultants.
  • Budget expenditures monitoring.
  • Procurement of equipment, supplies and services; Maintenance of equipment inventory.
  • Qualifications and skills required:

  • University Degree in Economics, Finance, Accounting, Law or other related field.
  • At least three years of experience in administrative work, accounting/finance, economics or other substantive area.
  • At least two years of previous experience in development assistance or related work for a donor organization, consulting company, or NGO is a very strong advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.
  • Fluency in both oral and written English and Romanian is a must. Knowledge of Russian desired
