International Consultant on Communication for the Ministry of Foreign Affairs and European Integration (short-term job vacancy under SSAmodality) - "Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration Project"

Background:

The "Building Institutional Capacity of the Ministry of Foreign Affairs and European Integration" project has the overall objective of strengthening the institutional capacity of the MFAEI so that it can exercise its functions in a more efficient manner, operate transparently and fulfil its European Integration commitments.

Tasks and responsibilities:

  • Analyze the activity of the Mass Media and Public Relations Department of the Ministry of Foreign Affairs and European Integration and provide concrete recommendations to improve its activity;
  • Conduct a comprehensive communication training sessions for: a) Mass Media and Public Relations Department staff of the Ministry of Foreign Affairs and European Integration, b) for other delegated staff of the Ministry. The training elements should include but not limited to: streamlined communication processes, procedures and tools, standard procedures for media engagement, including standard templates for press releases, public presentations, interviews techniques, communicating of key messages, usage communication technologies equipment and should be adapted to each above mentioned group;
  • Coach and advice Director of the Mass Media Department and Department staff on communications issues (including devising media strategies, briefing journalists, organizing press-conferences, media occasions, minister's interviews, and press and information work during foreign minister's visits abroad).

Qualifications and skills required:

  • The successful candidate will be a senior communication professional with a minimum of 10 years of experience.
  • Designing and effectively conducting high-impact training programmes specifically targeted to the needs of the beneficiary;
  • Masterfully applying communication tools and techniques, successfully managing the training process with governmental officials while dealing with delicate/sensitive aspects of communication;
  • coaching and formulating capacity building recommendations based on quick gap analysis;
  • Fluency in written and spoken English, knowledge of Romanian and/or Russian would be an added advantage.
