UNDP Moldova is seeking to employ a group of National Consultants to develop a legal regulation for the National Institute of Justice to govern NIJ decisions contesting procedure.

Tasks and responsibilities:
In order to achieve objectives, the Contractor will:
- Study the NIJ regulations and existing training programmes and materials;
- Study the international relevant experience (of similar institutions) regarding the decisions contesting process for initial and continuous training for judges, prosecutors and court clerks etc.;
- Prepare a draft regulation for contesting NIJ decisions covering all types of training delivered by NIJ and all beneficiaries (judges, prosecutors, bailiffs and court clerks);
- Submit the draft products to NIJ Executive Director and Project Manager;
- Participate in joint consultation meetings to discuss and collect the feedback/recommendations for improvement of the draft Regulation with NIJ representatives, other consultants and UNDP relevant staff;
- As result of the meetings, introduce the necessary amendments, conclude and prepare the materials for approval by NIJ Council;
- Submit the final versions of the products (in both hard and soft copy), as well as the assignment report to NIJ and UNDP.
Qualifications and skills required:
Education:
- University or Higher Degree (MA and Ph.D.) in Law, Pedagogy or other educational related field
Experience:
- Proven experience of working in justice system/higher education/legal training;
- Extensive knowledge of international and national legal framework, including human rights standards, systems, instruments and mechanisms etc.;
- Experience in developing methodical, informative and didactical materials and/or legal drafting.
Abilities:
- Ability to analyze and generalize;
- Ability/capacity to provide consultancy services;
- Ability to work in a team;
- Efficient communications and writing skills in legal / education area;
- Extensive PC skills, ability to use Internet;
- Fluent in State Language. Knowledge of Russian and English is an asset.
