International Consultant for Joint Support to Aid Coordination in the framework of the National Development Strategy - “Improved Capacities for Managing Development” (Umbrella) project

Background:
UNDP on behalf of the donor community in Moldova and the Government of the Republic of Moldova (GoM) is seeking an international expert to support the development of a unified system for joint aid coordination based on the National Development Strategy. An international consultant will assist a joint GoM & Donors Task Force to develop a consensus-based Joint Donors’ Assistance Strategy containing an elaborated implementation mechanism.
Tasks and responsibilities:

  1. Provision of expertise for drafting of the Joint Donors’ Assistance Strategy in support to implementation of the NDS and its action plan;
  2. Contribute to drafting a new agreement (or amending the current one) between the GoM and the donor community;
  3. Offering support to formulation and set up of an institutionalized Monitoring and Evaluation mechanism for aid harmonization and alignment.

Qualifications and skills required:

  • Master’s Degree or PhD in Economics, Law, Political Science, Social Sciences or related discipline;
  • 5 to 10 years of post Master relevant experience in aid coordination/development;
  • Excellent skills, competency in project planning, management, policy development;
  • Knowledge of Monitoring and Evaluation systems;
  • Familiarity with aid coordination systems, requirements and procedures;
  • Experience and ability to make presentations to large national and international audiences;
  • Good communication, analytical skills and logical thinking attested by publications and references;
  • Fluent in spoken and written English; knowledge of Romanian is an advantage;
  • Excellent writing and reporting skills.
