Web Design Consultant for development of Terms of Reference for National Human Rights Portal
Background:
In 2005, a UNCT in Moldova launched a project under Action 2 Global Programme, which aims at strengthening the national human rights protection and promotion system by advising the UNCT to establish effective coordination and technical assistance mechanisms. This coordination should result in UNCT developing a common vision supported by an actionable work/communications plan and having professional UN staff that will provide support to UN agencies and national counterparts in strengthening the national system for human rights protection and promotion during the next 2007-2011 programming cycle.
One of the components of the project focuses on developing and implementing joint communication/advocacy activities (including development of the national portal on human rights). Using as a basis the communication strategy existing within the UNDP project Support to the Implementation of the National Human Rights Action Plan, a recommendation is to join the efforts in developing and maintaining a national human rights web portal containing all relevant national and UN information on human rights (including the state reports and concluding observation on the implementation of the UN human rights treaties) accessible in local language as well. Links shall be made to the websites of the relevant human rights governmental and non-governmental institutions to ensure the national visibility, coordination and exchange of information. In order to ensure sustainability of the given portal, a decision on its handover to the most appropriate institution shall be taken. Additionally, the project foresees involvement of UN agencies in jointly organizing a series of events for the International Human Rights Day, including human rights debates/shows on TV, opening contents for students on best human rights essays etc.
Given the complexity of the given task, a match of appropriate technical specifications and human rights criteria needs to be developed to ensure the usefulness and quality of the national human rights portal. In this respect, there is a need to develop a clear Terms of Reference for designing the national human rights portal, containing appropriate technical specifications, tasks and responsibilities, deliverables etc.
Task and responsibilities:
- Research and study the existing web portals in the field of human rights in Moldova (www.ombudsman.md, www.hr.un.md, etc.) and other countries;
- Based on the comparative analysis of existing experiences and in consultancy with the Project Manager/Project Assistant, develop the concept on the overall user-friendly design/ architecture, structure, site map, working interface, technical specifications and other relevant information related to future web portal in the field of human rights;
- Meet and discuss with the relevant counterparts the concept and the technical specifications;
- Carry out the evaluation of the tender offers and evaluation of final product (web portal);
- Submit the draft ToR to the Project Manager/ Project Assistant or other relevant counterparts for feedback/discussion and include the recommendations for its improvement;
- Submit the final ToR for approval
Requirements:
- Education: University degree in computer science or any other relevant field.
Experience:
- At least 3 years work experience in web design;
- In-depth knowledge and understanding of the ICT;
- Experience in development of the technical specifications of various information systems;
- Excellent knowledge of the computer and web portal design programs;
- Knowledge about human rights issues (preferably).
Skills:
- Ability to analyze and summarize, efficient communication, team work.
- Have good working knowledge of the modern internet technologies;
- Fluent in Romanian and Russian.
Personal qualities: responsibility, creativity, thoroughness, activism.
