Four positions of Expert/Trainer(Integrated Local Development Programme)

Background
Local councils are considered to be one of the most democratic elements of Moldovan society. Despite this fact, poor preparedness of a great majority of local councilors and mayors to perform their duties and tasks is very frequently identified as a major cause of the low quality of governance in the transition period and, at the same time, main obstacle in speeding up process of local government reform and modernization. This is a shared opinion among experts, chairs of rayons, mayors, public servants, and even councilors themselves.  Although developing the capacity of local councilors and mayors is recognized as being important in promoting principles of good governance and advancing local autonomy, they received very little attention to date. Building capacity of local councilors and mayors becomes even greater in the view of the past local elections from June 3 and June 17, 2007. Therefore, getting newly elected local councilors and mayors acquainted with the fundamental principles of local self-governance and achieving a better understanding of the roles they are expected to play is crucial. 

Objective of the assignment
The approach of this assignment envisages preparing a pool of trainers equipped with training skills and a highly qualitative, demand driven, training program for newly elected local officials.

Tasks to be performed
Based on the above-mentioned objective, the selected candidates will perform the following activities:
a. Plan and design the ‘architecture’ of the orientation session to be delivered by trainers (training scenario, presentations, case studies and handouts) exploring interactive methods such as group activities, simulations of different roles of local elected officials, etc.
b. Design and develop a comprehensive step by step training methodology to be used for the orientation session
c. Prepare a well structured Guide with useful practical information to be distributed to local officials.
d. Design and develop a 4-day ToT program, which will include developing elements of training skills and real case studies that reflect the core functions/roles performed by local elected officials.
e. Develop the appropriate ToT training materials (interactive presentations and handouts) based on the Guide.
f. Conduct the ToT and submit report with recommendations.


Tentative list of topics to be covered by trainers during the orientation sessions for newly elected local officials:

  • Core roles and functions of the local elected officials (councilors and mayors)
  • Local planning process
  • Formulation of policies and strategies
  • Budgeting process
  • Decision-making process
  • Provision of public services
  • Regional development basics



Qualifications and skills required for both positions:
The consultant will have the following qualifications:

  • Advanced degree in public administration, political science, law or any other relevant social science
  • Excellent knowledge of the local public administration sector in Moldova
  • Experience in developing training programs
  • Minimum 5 years extensive training experience
  • Excellent communication skills
  • Strong interpersonal skills with a demonstrated ability to work in a team-oriented environment.
