Methodist in developing initial training curricula for the National Institute of Justice (NIJ)

UNITED NATIONS DEVELOPMENT PROGRAMME IN MOLDOVA

is seeking to employ experienced methodist to support National Institute of Justice (NIJ) in developing initial training curricula, including collection of moot court (study) cases, for judges, prosecutors and clerks.

Background:

Since 2004, UNDP provides support to Government and Parliament in the implementation/monitoring of the NHRAP, through the project Support to the Implementation of the NHRAP. At the end of 2005 the Government has presented to the Committee for Human Rights of the Parliament the first report on the implementation of the NHRAP.

The establishment of National Institute of Justice (further NIJ) as well as improving the overall performance of the judiciary staff are priority actions stipulated in the National Human Rights Action Plan (NHRAP) for 2004-2008 under Part III: Actions for Improving the Human Rights Legislation and Protection Mechanisms (Chapter 1: Improving the System for Human Rights Protection Bodies, par. a) the Judiciary System). With the support of Council of Europe, in 2006, the Law on National Institute of Justice was developed and further approved by the Parliament of Moldova.  According to the law, the NIJ is a public and independent legal entity/institution providing initial and continuous training of the candidates on the positions of judge and prosecutor, as well as court clerks, judicial executors and other entities which contribute to act of justice. In conformity with the Law on National Institute of Justice, NIJ has to open the academic year on 1 September 2007. However, developing and delivering the initial training for the judges, prosecutors, clerks etc is something very new for the Moldova Judiciary. In this context and in line with the NHRAP provisions and UNDAF priorities for 2007-2011, to ensure timely and qualitatively implementation of its objective, NIJ requested UNDP to provide assistance.

Task and responsibilities:

  • Study the international relevant experience (of similar institutions) in developing the curricula and training programmes/materials for initial and continuous training for judges, prosecutors and court clerks etc.; NHRAP, UN/EU relevant conventions and the recommendations of the international treaty bodies;
  • Study the NIJ regulations and existing training programmes and materials;
  • Develop the methodology for the initial training;       
  • Recommend/develop relevant training tools (focus on androgenic and adult training and take into consideration implications of the Bologna process);
  • Submit the draft methodology for discussion and approval the NIJ Executive Director (and other specialists) of the final methodology by  the NIJ Council;
  • Provide the methodical assistance to consultants/working groups throughout the process of their development;
  • Participate in joint consultation meetings to discuss and collect the feedback/recommendations for improvement of the draft initial training curricula and materials, as well as moot court cases NIJ representatives, methodist, consultants and UNDP relevant staff ;
  • As result of the meetings, introduce the necessary amendments, conclude and prepare the materials for the publication;
  • Submit the pre-final draft of for avis by the Scientific Council;
  • Submit the final initial training curricula for approval to NIJ Council;
  • Pilot the products developed at the sessions organized by NIJ and collect the feedback/recommendations and introduce the necessary amendments;
  • Submit the final versions of the products (in both hard and soft copy), as well as the assignment report to NIJ and UNDP.

Requirements:
Education:
University or Higher Degree (MA and Ph.D.) in Pedagogy, Sociology or other relevant fields.

Experience:

  • Proven experience in developing curricula methodology, tools and curricula, informative and didactical materials;
  • Extensive knowledge of legal education specifics in compliance with Bologna Process;
  • Proven experience in developing and delivering training programmes (preferably in Law)
  • Overall knowledge about human rights and legal issues.

Skills:

    • Ability to analyze and generalize, to develop methodical and training materials;
    • Ability/capacity to provide consultancy services;
    • Ability to work in a team;
    • Efficient communications and writing skills in legal area;
    • Extensive PC skills, ability to use Internet;
    • Fluent in State Language. Knowledge of Russian and English is an asset.

Personal qualities: responsibility, creativity, flexibility.
