National consultant to provide methodical services during the process of piloting, concluding and preparing for publication two Trainer Guides „Human Rights Training for the Police/Penitentiary Officers”
Background:
The UNDP Project “Support to the National Human Rigths Actions Plan” envisaged among priority activities developing capacities necessary for a better observance of human rights by bodies/institutions which record a high risk of human rights infringements, including police and penitentiary institutions as well. The objective of the project is outlined in the EU – Moldova Action Plan which provides for increasing the training events in human rights for the police/penitentiary personnel. Also, European Committee for Prevention of Torture recommends the Government to give a very high priority to developing and delivering initial and ongoing professional trainings on national and international human rights standards for police/penitentiary staff at all levels.
In August 2006, the project developed the draft Trainer Guides “Human Rights Training for the Personnel in Penitentiary Institutions” and “Human Rights Training for the Police Officers”to support the future trainers in developing and delivering specialized Human Rights trainings within police subdivisions and penitentiary institutions.
The Trainer Guides are designed for human resources experts in charge with professional education/training of the police/penitentiary personnel and for partners involved in organizing training sessions in Ministry of Internal Affairs and Department of Penitentiary Institutions (DPI). The Guides could be also useful for the personnel from Institute of Continuous Professional Education and Applied Scientific Research (within Police Academy „Stefan cel Mare”), personnel from the Instructive Centre (within DPI) and NGOs active in the HR field.
Task and responsibilities:
- to provide methodical assistance to consultants throughout the process of piloting, concluding and preparing the guides for publishing;
- to develop the training/piloting programs for the Trainer Guides „Human Rights Training for the Police/Penitentiary Officers” elaborated in 2006;
- to participate in the trainings preparation: teaching aids, visual and distributive materials, etc.;
- to conduct 4 piloting workshops „Usage of the Trainer Guides in human rights training for the police/penitentiary officers” designed for 4 groups of trainers;
- to collect the feedback (concerning methodological aspects) received from the workshops, compile them and submit to the Training coordinator for further discussion and approval in joint meetings with relevant representatives;
- to incorporate the approved recommendations, make the necessary amendments and conclude the Guides to be further prepared for publishing;
- to submit the final version of the Guides (in soft copy and in state language).
Requirements:
Qualifications and skills required:
Education: University degree in pedagogy, law, political and social sciences or other relevant field.
Experience:
- Extensive experience (at least three years) in HR training;
- Extensive knowledge about specific of the andragogic methods of training:
- Proven experience in using interactive methods of training;
- Experience in developing manuals and methodical, didactical and informative materials in human rights area;
- Extensive knowledge about the concept and values of human rights, international and national human rights protection systems, instruments and standards;
Abilities:
- Ability to develop methodical materials, study cases etc. for targeted educational/training events;
- Proven research, analytical and comprehensive writing skills;
- Ability to provide consultancy services;
- Worldview, complex/systemic thinking etc;
- Extensive PC skills, ability to use Internet;
- Fluent in Romanian. Knowledge of Russian and English is an asset.
Personal qualities: responsibility, creativity.
