Two experienced national consultants to pilote, conclude and prepare for publication the Trainer’s Guide „Human Rights Training for the Police Officers”

Background:
The UNDP Project “Support to the National Human Rights Actions Plan” envisaged among priority activities developing capacities necessary for a better observance of human rights by bodies/institutions which record a high risk of human rights infringements, including police institutions as well. The objective of the project is outlined in the EU – Moldova Action Plan which provides for increasing the training events in human rights for the police officers. Also, European Committee for Prevention of Torture recommends the Government to give a very high priority to developing and delivering initial and ongoing professional trainings on national and international human rights standards for police staff at all levels.
In August 2006, the project developed the draft Trainer’s Guide “Human Rights Training for the Police Officers” (further Guide) to support the future trainers in developing and delivering specialized Human Rights trainings within police stations.

The Trainer’s Guide is designed for human resources experts in charge with professional training of the police personnel and for partners involved in organizing training sessions in Ministry of Internal Affairs subdivisions. The Guide could be also useful for the personnel from Institute of Continuous Professional Education and Applied Scientific Research (within Police Academy „Stefan cel Mare”) and NGOs active in the Human Rights field.

Task and responsibilities:

  • to develop the training/piloting program for the Trainer’s Guide „Human Rights Training for the Police Officers”;
  • to participate in the training preparation: teaching aids, visual and distributive materials, etc.;
  • to conduct 2 piloting workshops „Usage of the Trainer’s Guide in human rights training for the police officers” designed for 2 groups of trainers;
  • to collect the feedback received from the workshops, compile them and submit to the Training coordinator for further discussion and approval in joint meeting with relevant representatives;
  • to incorporate the approved recommendations, make the necessary amendments and conclude the Guide to be further prepared for publishing;
  • to submit the final version of the Guide (in soft copy and in state language).

Requirements:

Qualifications and skills required:
Education:   University degree in law, political sciences, pedagogy, social sciences or other relevant field.
Experience:

  • At least three years of HR training;
  • Proven experience in HR training of the police personnel;
  • Experience in using andragogic methods of training;
  • Experience in developing methodical, informative and didactical materials;
  • Extensive knowledge of police system and the situation of human rights observance by the Moldovan police bodies;
  • Extensive knowledge about international and national human rights protection standards, systems, instruments and mechanisms, with primary focus on those related to the human rights observance in police activity.

Abilities:

  • Ability to develop methodical materials, study cases etc. for targeted educational/training events;
  • Proven research, analytical and comprehensive writing skills;
  • Worldview, complex/systemic thinking etc;
  • Extensive PC skills, ability to use Internet;
  • Fluent in Romanian. Knowledge of Russian and English is an asset.
