Consultative Process Expert (Support to Government of Moldova to Millennium Challenge Corporation Compact Elaboration)

Background

UNDP supports the national development priorities of the Republic of Moldova through capacity building in the formulation, coordination, monitoring and evaluation of development policies and programmes and through strengthening the national capacity to mobilize donor resources for their implementation. Within this framework UNDP provides support to national authorities in developing the Compact proposal for the Millennium Challenge Corporation (MCC). One of the areas of support includes ensuring a comprehensive consultative process that would enable a proper design and submission of the Compact proposal on behalf of Moldova and a successful Compact implementation. For this purpose UNDP Moldova seeks a qualified Consultative Process Expert, for a short-term period (May – August), to develop the Consultative Process Plan and support the MCC core team in its implementation.

General qualifications required:

• University degree in social sciences, public administration, economics or other relevant field;
• Minimum 3 years of relevant working experience;
• Experience advising public sector officials and organizations in Moldova on strategic communications, participatory consultation processes, media relations;
• Proven ability to cultivate close working relationships with governmental bodies, NGOs, media and donor representatives at all levels;
• Experience designing and making presentations;
• Skills in stakeholder analysis techniques including surveys, focus groups and individual interviews;
• Good writing and oral communication skills;
• Computer literate;
• Fluent in spoken, written Romanian, Russian, and English.
