Two positions of Policy Advisor (Integrated Local Development Programme )
Background
Drawing upon Moldovan and global expertise in facilitating local self-governance and community-led development, the Ministry of Local Public Administration and UNDP proposes to implement an Integrated Local Development Programme (ILDP) that provides knowledge-based policy advice at central and regional levels coupled with a scaled up community-level intervention that aims to integrate local authorities into regional and community level development processes.
Policy Advisor in local/regional development policy formulation and implementation
The objective of the assignment is to provide policy advice to the Minister of Local Public Administration in developing, implementing, monitoring and evaluating strategies, programs, and other policy type documents in regional and local development and other close related areas.
Policy Advisor in municipal services and infrastructure development policy formulation and implementation
The objective of the assignment is to provide policy advice to the Minister of Local Public Administration in developing, implementing, monitoring and evaluating strategies, programs, and other policy type documents in local public services/municipal services (water supply and sewerage, natural gas service, local roads and transportation, solid waste, heating, street lightening, etc.) development and management and other close related areas.
Qualifications and skills required for both positions:
- University Degree in economics, finance or public administration. Advanced degree is preferred.
- University Degree in public administration and/or civil engineering with a proven record of specialization. Advanced degree is preferred.
- Minimum 3 years experience in regional & local economic development
- Experience in policy development is an asset
- Robust analytical skills and writing skills
- Fluency in English, Romanian and Russian (written & oral)
- Proficiency in computer applications (Windows, MS Office, IE, Outlook)
- Strong interpersonal and communication skills
- Demonstrated capacity of team-orientation work.
