Two experienced national consultant to assess the implementation of Chapter 5: The ensuring of the right to a healthy environment, as well as of other NHRAP actions under responsibility of Ministry of Ecology and Natural Resources included in the National Human Rights Action Plan (NHRAP)
Background:
Since 2004, UNDP provides support to Government and Parliament in the implementation/monitoring of the NHRAP, through the project Support to the Implementation of the NHRAP. At the end of 2005 the Government has presented to the Committee for Human Rights of the Parliament the first report on the implementation of the NHRAP. In 2006 the Committee for Human Rights introduced the practice of held public hearings. So far, 6 public hearings were held to assess and discuss in a participatory manner the progresses and difficulties faced in the implementation of NHRAP provisions, as well as to provide a set of recommendations for improving the further implementation process. The most important recommendations were incorporated in the respective Decisions of the Parliamentary Committee for Human Rights and presented to the Government for further examination and execution.
This practice is considered a valuable initiative by the counterparts and at the last meeting of the Project’s Steering Committee it was decided to assess other NHRAP chapters, including the Chapter 5 “The ensuring the right to a healthy environment”. In the context of half way implementation of both EU-Moldova Action Plan, Moldova’s commitments to implement Millennium Development Goals and NHRAP, it is considered opportune to analyze the level of implementation by Government ant other partners of NHRAP provisions and actions which need to be taken to ensuring the right to a healthy and sustainable environment and provide a set of recommendations for improvement.
Task and responsibilities:
• study the NHRAP, the EU-Moldova Action Plan, the Government’s Reports on the implementation of the NHRAP for 2005 and 2006, the Report on the implementation of the EU-Moldova Action Plan, the first Millennium Development Goals Report in the Republic of Moldova, the reports on assessment of 6 Chapters of NHRAP mentioned above etc;
• work with the Project Manager on the development of methodology, forms and tools meant to facilitate the assessment process (at the stage of methodology development, design and discuss the format and key elements of draft report)
• participate in all working meetings organized by the project, as well as in the meetings for planning and preparing the assessment and public hearing;
• meet with representatives of the central public authorities mentioned as executors and other bodies responsible for the implementation of actions included in NHRAP Chapter 5, as well as with representatives of relevant NGOs and donor community;
• make a comparative analysis of the provisions contained in the NHRAP and the EU-Moldova Action Plan (related to ensuring conditions for good environmental governance: strengthen administrative structures and procedures to ensure strategic planning of environmental issues, complete relevant legislation and take active action for prevention of deterioration of the environment, protection of human health, and achievement of rational use of natural resources);
• carry out the assessment of the implementation of the provisions under respective chapter 5 of the NHRAP, develop the findings and recommendations;
• develop and present to the UNDP Project and Programme relevant staff the draft assessment report, which will contain the findings, rate of the actions’ implementation, conclusions and recommendations for revision actions and improvement of the implementation of process for the period 2007-2008 or priority actions to be considered for other national programmes under development;
• develop the assessment report’s content, public hearings’ agenda, list of invitees, other relevant materials;
• present an accurate assessment report at the public hearing, after its approval by the Project’s National Coordinator and UNDP Project/Programme staff;
• collect the feedback, incorporate the recommendations provided at the public hearing and submit the final report.;
Requirements:
Education: University degree in law (ecological law), political sciences, social sciences or other relevant fields.
Experience:
- At least 3 years of work experience in environment protection area/NGO working in the environment protection area;
- Knowledge of the ecological situation in the Republic of Moldova;
- Knowledge of the methodology of the developing the analytical materials;
- Extensive experience in conducting assessment studies, feasibility and comparative studies, monitoring and evaluation activities;
- Experience in conducting debates, round tables or other types of focused discussions.
Skills:
- Advanced ability to analyze and generalize, conclude and draft recommendations;
- Efficient presentation ability ;
- Excellent communication skills, ability to facilitate discussions;
- Excellent self-organization abilities;
- Ability to work in a team;
- Good PC skills, ability to use the Internet;
- Fluent in Romanian, knowledge of English and Russian is an asset.
