Consultants to conduct a Human Rights Summer School for NGO representatives ( “Support to the Implementation of the National Human Rights Action Plan in the Republic of Moldova” Project)
Background: Since 2004, UNDP Moldova, in partnership with the Standing Parliamentary Committee for Human Rights, is implementing the Project “Support to the implementation of the National Human Rights Action Plan in the Republic of Moldova” which supports the Government of Moldova in the implementation and monitoring of the National Human Rights Action Plan (NHRAP) for 2004-2008 thus, contributing to the establishment of a consistent and transparent system of monitoring the human rights situation in Moldova. Developing capacities necessary for a better observance of HR at national and local levels through conducting specialised training programs targeting different audiences, including NGOs, is among the priority activities of the Project. In 2007, to ensure the continuity of the training delivered in previous years, the Project will organize a Human Rights Summer School designed for the HR NGOs representatives. The summer school should focus on NGOs representatives to acquire knowledge and develop abilities to implement activities in the area of human rights, as well as to develop necessary skills for the efficient promotion of human rights, in partnership with other HR actors.
Task and responsibilities:
- study relevant documents (NHRAP, National Sociological Survey „Respecting human rights in Republic of Moldova”, Communication Strategy, “Human Rights Based Approach” document, programs and reports on trainings for journalists and NGO representatives delivered in 2005 and 2006);
- participate in all working meetings of the team of consultants organized by the project, as well as in the training program preparation and evaluation meetings;
- develop together with other consultants the concept of the training and the teaching aids (including agenda, working methods and procedures, evaluation form);
- advise on background materials to be distributed;
- draft the final training programme;
- develop the list of the equipment and materials necessary for carrying out training sessions;
- deliver the training;
- identify strengths and weaknesses of conducted sessions in order to discuss them at daily evaluation meetings and propose adjustments or amendments to the training program, teaching aids, applied techniques, etc., as needed;
- draft and submit the final report.
Requirements:
- Education: University degree in one of the following fields: law, journalism, social sciences, political sciences, pedagogy.
Experience:
- Extensive work experience in human rights field;
- Knowledge and extensive experience in delivering human rights trainings, including training of NGOs representatives;
- Knowledge of HR promotion methods and techniques;
- Knowledge about the NGOs development in Moldova;
- Successful experience in working with UN system organization or other international organizations would be a strong asset.
Skills:
- Developed skills in communication with different categories of people, including public officials, media and NGO representatives;
- Ability to analyze and generalize, to develop analytical, informative and methodological materials;
- Ability to build learning communities, to work in a team;
- Excellent computer skills;
- Excellent knowledge of the state language. Knowledge of English, Russian is an asset.
Personal qualities: responsibility, creativity, punctuality, flexibility.
