National consultants on communication  - “Support to Central Public Administration Reform Project”

Background:
The revised and extended Support to Central Public Administration Reform project provides capacity building interventions to put a modernized public administration system in place, as well as for strengthening the institutional capacity of selected governmental counterparts for the adjustment of national legislation in line with international requirements.  For this purpose, UNDP Moldova seeks qualified national consultants to assist the Ministry of Foreign Affairs and European Integration in promoting of effective communication.

Tasks and responsibilities:
The main responsibilities will include providing necessary support to Ministry of Foreign Affairs and European Integration in the implementation of specific components of the Communication and Information Strategy on the European Integration of Moldova.

Requirements:

• Proven experience in designing and managing high-level public communication programs;
• Solid understanding of and ability to apply communications tools and techniques, including the ability to analyze and use research data;
• Educational background in communication, journalism, social sciences, public affairs, political science, and international relations;
• At least 5 years of relevant professional experience;
• Experience working with government institutions, international organizations;
• Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively;
• Ability to coach and conduct systematic skills transfer;
• Good analytical and writing skills;
• Fluency in both oral and written English and Romanian.
