Communications Consultant under BUMAD III Legal Assistance Project
“Programme of Assistance for the prevebtion of drug abuse and drug trafficking in Belarus, Ukraine anfd Moldova” (BUMAD Programme)
Background:
Moldova’s transition to a market-based economy has been slow and difficult: significant internal political divisions within successive governments delayed the implementation of structural reforms. The cumulative decline of the economy during 1990-2000 exceeded 60% (second only to Tajikistan among transition economies). The secession of the Transnistria region in 1992 exacerbated the problems, further eroding Moldova’s industrial base; this frozen conflict and the stalemate in negotiations over the region’s status influence the country’s economic, social and political development, either in a cause or effect relationship. Moldova’s poor investment climate, high levels of corruption, and weak rule of law and law-enforcement institutions favor illegal activities, including smuggling in goods and arms, transit of illegal migrants, trafficking in drugs and human beings.
Ukraine, Belarus and Moldova are important countries for drug trafficking from the source regions in Asia and the Middle East in Europe (the Old and New Silk Roads and the Balkan Route) as reflected by seizure data. The main trafficking routes are through the seaports of Odessa and Sevastopol and Transnistria is often mentioned as a high-risk region for drug trafficking. The drugs are stockpiled in this self-proclaimed independent region for further trafficking to Ukraine and Romania.
One objective of the UNDP Moldova Programme is strengthened capacity of law enforcement institutions and non-governmental organizations to reduce drug abuse in Moldova and drug trafficking from and through Moldova towards EU Member States. This represents a common area of cooperation between UNDP and the European Commission in Moldova. The project funded by the European Union and co-funded and implemented by UNDP contributes to this overall objective:
- The sub-regional Programme of Assistance for the Prevention of Drug Abuse and Drug Trafficking in Belarus, Ukraine and Moldova – BUMAD Phases 1,2 and 3 (on-going).
The project helps national institutions (Ministry of Interior, Border Guards Service, Customs Service, Ministry of Health, NGOs etc.) converge towards European standards.
Tasks and responsibilities:
- Writing stories, press-releases and news about project most important achievements to be placed on regional web-sites;
- Active involvement in organization of workshops, conferences and other events;
- Closely coordinating and monitoring visibility activities;
- Fulfilling the UNDP and EU guidelines on Communication and Visibility;
- Constantly communicating with UNDP and European Commission Delegation Communication Officers;
- Reviewing and adjusting communication activities as needed;
- Other related responsibilities as required
Qualifications and skills required:
Qualifications:
- Advanced university degree in Journalism/Mass Communications or related fields.
- At least 3-5 years of experience in working with mass-media
Experience:
- In-depth knowledge and understanding of development issues and relevant work experience.
- Experience in managing Communications or PR work
- Knowledge and understanding of EU and UNDP overall operations in the country.
- Knowledge of the government institutions and PR agencies, news agencies.
- Five years of progressively responsible in PR agency or company, practical experience in communications plans and programmes;
