National Consultant - Broker, Global Compact and Public Private Partnerships (short-term vacancy under SSA modality (with possible extension))
Background:
The Growing Sustainable Business for Poverty Reduction in the Republic of Moldova (GSB) aims to broker public-private partnerships that enable the private sector to engage in specific pro-poor investment projects that are both, commercially attractive and address local development needs. The Global Compact (GC) calls on businesses to integrate into their core business operations a set of universal values in the areas of human rights, labour, the environment and anti-corruption. Through this principle-based approach, companies help promote sustainable development and share the benefits of globalization more widely. The Global Compact encourages businesses to forge partnerships with other social actors --governments, civil society organizations, donors, and academia.
Deliverable
- Within the first one month: In collaboration with UNDP and MIEPO creation of the master database with all the Private Sector projects in Moldova
- Within the first month: Global Compact White Book revised and commented – final quality check
- Within the first two months: Global Compact Network study trip organized
- Within the first three months: meeting with all GC participants (16 in total)
- Within the first six months: in collaboration with the Global Compact Network members establishing of the GC Steering Committee (including elaborating of the SC Terms of Reference)
- Within the first six months: one GC project identified
Tasks and responsibilities:
In close cooperation with the relevant staff in the Country Office and under direct supervision of the GSB Broker, the consultant is expected to provide operational, communication and research support to GSB and GC projects. In particular:
- In promoting the UN Global Compact and Corporate Social Responsibility among business community, NGO/CSO, government, academia
- In identifying and targeting companies from Chisinau potentially interested in participating in the GC and GSB initiatives
- In organizing learning and training activities for companies in one or more GC principles and CSR
- In coordinating and exchanging information on GC/GSB and UN(DP) work – to ensure synergies when relevant
- In providing research support and other actions required to pursue negotiations and bring companies into the partnership processes
- In preparing progress reports on GC and GSB in Moldova
- In preparing and feeding public information on the GC/GSB progress in Moldova (website, leaflets)
- In providing administrative assistance including scheduling meetings and follow up communication with companies and non-business partners
- In providing continuous support to GSB and Global Compact project alliances in terms of facilitation and administrative support.
- In mapping and updating of a database of relevant stakeholders from Government, civil society, the private sector, and the donor community.
Qualifications and skills required:
- Graduate degree in business, economics, international development or international relations, with strong academic performance
- Good relationship management, communication and analytical skills
- Ability to broker and convene productive coalitions between business, government and development partners
- Sound understanding of economic and business development situation in Eastern Europe and the CIS and Moldova in particular
- Interest in and understanding of the values and objectives of UN Global Compact
- Minimum 2 years relevant business, government or international development experience preferably gained in Eastern Europe, the CIS or other emerging markets.
- The following would be strong assets:
- Distinctive experience in working in the private sector on issues of business strategy, operations or new business development
- On-the-ground experience related to issues of economic development and entrepreneurship
- Previous working experience in Moldova, and knowledge of the local business environment
- Interest in understanding the roles and values of UNDP
- Fluency in written and spoken Romanian, Russian and English is required.
