National Consultant  to Provide Support to Aid Coordination position

Background

Accelerating progress towards achievement of national development strategies (EGPRSP, EU-Moldova Action Plan, National MDGs) will require both a large increase in financial resources for Moldova and improved effectiveness in the use of those resources.  Developing policies that result in better use of foreign assistance, in turn, requires a supportive system of aid coordination.  Together with the Government, UNDP and other donors are ready to explore new approaches to coordination/cooperation with a particular emphasis on mechanisms for greater transparency and predictability of aid resources, as well as for appropriate channelling and tracking of these resources.

 

Objectives:
The objective of the assignment is to provide consultancy services to the Government of Moldova, and more specifically to First Deputy Prime-Minister and Section for coordination of external assistance from the Apparatus of Government on aid coordination mechanisms and supporting regulatory frameworks, with the aim of improving the current systems and allow them to respond to the challenges of the Harmonisation and Simplification agenda.

Requirements:

  1. A degree/post-graduate qualification in economics / finances;
  2. At least 5 years overall professional experience;
  3. Knowledge of donors procedures and activities in Moldova;
  4. Experience and knowledge of national aid coordination systems and processes;
  5. Experience with central government institutions;
  6. Good analytical and writing skills;
  7. Good spoken and written Romanian and English.
