International Consultant to undertake Gender Responsive Budgeting (GRB) trainings - UNIFEM

Background
UNIFEM CEE and CIS offices are implementing a four year program (2006-2009) on Advancing Gender Equality Democratic Governance through Increased Transparency and Accountability piloted in four countries, Albania, Macedonia, Montenegro and Bosnia and Herzegovina in the CEE and Moldova from the CIS region.

The overall aim of the program is to strengthen democratic governance to promote women’s human rights through support to policy planning and budgeting processes to integrate a gender perspective.

Tasks & Responsibilities
The international GRB consultant is expected to undertake capacity building activities via the organization of GRB trainings and introductory sessions into GRB to key stakeholders. To ensure level playing field for different players of society in the GRB initiatives, it is envisaged to undertake the capacity building activity in a staged manner, starting from the following introductory GRB training:

  • Conduct a training of trainers (TOT) on gender responsive budgeting for selected local budget experts,
  • Conduct introductory sessions into GRB for high level Government officials, selected ministry staff and representatives of the donor community,
  • Conduct a training on GRB to local public authorities with the assistance of the national consultant,
  • Conduct a one-day introductory training on GRB for civil society representatives with the assistance of the national consultant

Qualifications and skills required:

  • Graduate degree in the area of gender and/or economics
  • At least 5 years of international work experience in the area of feminist economics in the CEE/CIS region
  • Hands-on experience in carrying out gender responsive budget analyses, preferably in various countries and contexts
  • Proven ability to work as a facilitator of groups with diverse membership, including from government and civil society
  • An understanding of UNIFEM’s mandate and work in the area of GRB is an asset.
