The United Nations Development Programme (UNDP) Country Office in Ukraine is seeking highly qualified professional to fill the position of a Short-Term PR Training Expert currently open in EU Border Assistance Mission to Moldova and Ukraine.

The detailed Terms of Reference

Background
In June 2005 the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the Moldova/Ukraine state border. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was set-up which is based on a Memorandum of Understanding dated 7 October 2005 and signed between the European Commission, the Republic of Moldova and Ukraine. UNDP is the European Commission’s implementing partner in this endeavor.

EUBAM’s mandate is, amongst others, to build up appropriate operational and institutional capacity in Moldova and Ukraine to ensure effective border and customs controls and surveillance as well as effective fight against criminal cross-border activities and organized crime with particular attention to the Moldovan-Ukrainian state border, including relevant inland areas and locations. In this context, EUBAM is seeking to make a sustainable contribution to support the counterpart services of Moldova and Ukraine in press and public affairs.  Their press services are eager to have training in all aspects of this work. 

The four services have press offices, at both central and regional level in the case of Ukraine, staffed usually only by one or two people.  They have almost no technical equipment such as computers and cameras so use their personal property to produce materials.  They have had little training in working with the media or the general public, their services having traditionally been closed and secretive.  In addition, liaison officers from all the services regularly take part in press conferences, including those organized by EUBAM, and in some cases are in need of public speaking training.

To enhance the capacity of the border guards and customs services of Moldova and Ukraine in public relations work, by providing basic media training and training staff of the four counterpart press services to develop and implement modern public information and media strategies and methods, including in cooperation with each other.

Tasks and responsibilities

  • To work closely with the press services of the partners in the customs services and border guards in Moldova and Ukraine, EUBAM, and with other stakeholders, to identify and specify training needs, to identify strengths and weaknesses in their existing media and public information services;
  • To design and deliver a training course for staff of the partners’ press services, under close cooperation with the partner services and EUBAM, aiming at upgrading their skills in: media handling; provision of information to the general public; creating and using information materials; designing a PR strategy; developing a culture of openness; cooperative working practices and sharing of materials.

Qualifications and skills required
General:

  • Citizenship of an EU Member State due to the sensitivity and confidentiality of the assignment;
  • Earlier international exposure, the ability to work independently but also in a multicultural environment is an asset.

Qualifications and skills

  • University degree in an appropriate subject or equivalent expertise;
  • Preferably a minimum of 10 years professional experience in media/PR; preferably in relation to law enforcement activities;
  • Excellent communications skills in oral and written English; knowledge of Russian/Ukrainian/Romanian will be an asset;
  • Training skills;
  • Ability to work with power point and to prepare training material
  • Ability to communicate the benefits of horizontal coordination and inter-agency cooperation.
  • Very good drafting skills.

General and specific professional experience

  • Previous experience in the design and implementation of PR systems, preferably in government departments concerned with law enforcement, will be an asset.
  • Familiarity with European/international standards and best practices;
  • Experience in the development of PR training and materials in the context of EU accession, FSU or developing countries will be an asset.
