Project Manager and Project Assistant (Public Private Partnership Project)

Background
Public-Private Partnership Development Project is designed as a complementary facility to the many existing initiatives and institutions, and works with a variety of partners at national and local levels with the purpose to increase the capacity of central and local governments to promote, develop, operate and manage public-private partnership projects for infrastructure development and the provision of basic services.

This project promotes new public-private investment opportunities in Moldova by helping to improve the local regulatory and legal frameworks, and by building the capacities of local institutions for public-private participation. This type of intervention requires that the project engage at different levels involving a spectrum of partners with diverging interests and opinions. Local ownership and the ability to create win-win situations is the key for success for the project.

Public-Private Partnership Development Project Manager:

Under the guidance and direct supervision of the Local & Regional Development Team Leader and UNDP Programme Coordinator, the Project Manager ensures the effective and efficient management of the Public-Private Partnership Project by supporting the design, planning and management of project. The Project Manager applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UNDP rules and regulations.

Qualifications and skills required:

  • Advances University Degree in economic, public administration, law or related areas.
  • At least five years of progressively responsible experience is required at the national or international level in the public-private partnership development, local/regional development preferably in an international organization, national agency, national ministry, non-governmental organization, or private sector. Practical experience PPP Development.
  • Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO or private sector/consulting firm is a very strong advantage.
  • Strong analytical, drafting and communication skills.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
  • Fluency in both oral and written English and Romanian is a must, knowledge of Russian desired.

Public-Private Partnership Development Project Assistant:

The Project Assistant will work under the direct supervision of the Project Manager and will liaise with the National Project Coordinator. He/she is responsible for financial and administrative management of the project activities, the preparation of quarterly and annual work plans and progress reports for review and monitoring by the Project Steering Committee, and provides assistance in the development of follow up project activities.

Qualifications and skills required:

  • An university degree or specialized studies in Law, Economics (Finances/Accounting).
  • Minimum three years of working experience in administrative and financial management.
  • Extensive experience in working in a multidisciplinary team - building and generating ideas and collaboration with other staff.
  • Extensive experience in administrative and financial management of complex project.
  • Ability to effectively use information technology for project implementation, good knowledge of Word and Excel is necessary.
  • Knowledge and understanding of UNDP overall operations in the country.
  • Knowledge and understanding of planning, budgeting and reporting.
  • Fluency in both oral and written English and Romanian is a must, knowledge of Russian desired
