International Consultant in the area of environmental legislation - Support to Central Public Administration Reform Project  

Background:
The revised and extended Support to Central Public Administration Reform project provides capacity building interventions to put a modernized public administration system in place, as well as for strengthening the institutional capacity of selected governmental counterparts for the adjustment of national legislation in line with international requirements. 

Tasks and responsibilities: Specifically, international consultant will undertake the following tasks:

  • Conduct an evaluation of the project deliverables (draft laws, reviews of current legislation and reports on directives, table of concordances, specific attention will be paid, but not limited to the  legal acts gaps, appropriateness of planed activities, barriers and constrains for implementation, terminology used);
  • Advice core national consultants on the substantive aspects in the approximation of national legislation, including the experience of new EU Member States in the approximation of the environment related legislation;
  • Prepare recommendation,  including brief overview of economic and financial analysis,  regarding efficient environment legislation implementation process with an emphasis on key priority directions to be undertaken in the first round of actions;
  • Provide consultation to the Ministry of Environment and Natural Recourses on the approximation of environment related legislation implementation process;
  • Present the evaluation results and recommendations at the Roundtable discussion, organized by the Ministry of Environment and Natural Recourses.

Qualifications and skills required:

  • Relevant university degree in environment protection (preferably with emphasis in waste management, biodiversity, environmental impact assessment in a transboundary context, strategic environment assessment) or other pertinent expert field;
  • Experience in approximation / transposition of national legislation to the EU legislation in Central and Eastern Europe (desirable in waste management, biodiversity, strategic environmental assessment), familiarity with the legislative system of the NIS countries and experience in developing legislation and guidelines for laws implementation; 
  • At least 10 years of relevant professional experience;
  • Capacity to provide training in the field of law development and EU legal approximation, environmental compliance and enforcement;
  • IT competencies at least in Word, Excel, PowerPoint, and internet;
  • Strong communication skills (written) and fluency in written and spoken English, knowledge of Romanian would be an added advantage.
