          <p><strong><em><u>Background</u></em></strong><br>
The Consultant, in cooperation with the International  Consultant, the National Bureau of Statistics and Ministry of Information  Development, under the supervision of Project Manager&nbsp; will&nbsp;  formulate the i) e-Statistics Reporting Subsystem Concept of the  National Bureau of Statistics of Moldova and ii) technical specifications to  announce the tender for building the subsystem with the Portal.&nbsp; </p>
          <p><strong><em><u>Summary of tasks:</u></em></strong></p>
          <ul type="disc">
            <li>Analyze       the existing statistical information and reporting system in NBS of       Moldova</li>
            <li>Develop       the draft Concept of e-Statistics Reporting Subsystem of the NBS of       Moldova </li>
            <li>Develop       the technical specifications for building the subsystem with e-Reporting       Portal </li>
          </ul>
          <p><strong><em><u>Qualifications and skills required:</u></em></strong></p>
          <ul type="disc">
            <li>Advanced       university degree in computer science, public administration, governance,       economics, and/or areas relevant for the assignment.</li>
            <li>At       least 5 years of experience in institutional organization and business       management in complex environments, experience in strategic processes       planning, &nbsp;project management,       drafting reports, working with Government institutions. </li>
            <li>In-depth       knowledge and understanding of e-Statistics, ICT and e-Governance       development issues and relevant work experience. </li>
            <li>Previous       experience with e-Statistics reporting paper formulation is an asset.</li>
            <li>Experience       in project and programme implementation.</li>
            <li>Knowledge       and understanding of planning, policy development, analysis, and research.</li>
            <li>Knowledge       of the government institutions. </li>
            <li>Full       understanding of decision making processes and the ICT role in       administrative and management processes.</li>
            <li>Knowledge       of Romanian, English and Russian</li>
          </ul>
