International Consultant for e-Statistics Reporting Subsistem Concept formulation
Background
Through this project UNDP will assist the Government of Moldova in implementing the e-Governance component of the National Strategy on Information Society Technologies for Development. Based on international/regional (European Union) best practices the International Consultant in cooperation with the national consultants team and the National Bureau of Statistics will formulate i) the e-Statistics Reporting Subsystem Concept of the National Bureau of Statistics of Moldova and ii) technical specifications to announce the tender for building the subsystem with the Portal.
Summary of tasks:
- Development of the Concept of e-Statistics Reporting Subsystem of the National Bureau of Statistics of Moldova
- Development of technical specifications for building the subsystem with e-Reporting Portal
Qualifications and skills required:
- Advanced university degree in computer science, in public administration, governance, economics, and/or areas relevant for the assignment.
- At least 5 years of experience in institutional organization and business management in complex environments, experience in strategic processes planning, in project management, drafting reports, working with Government institutions.
- In-depth knowledge and understanding of e-Statistics, ICT and e-Governance development issues and relevant work experience.
- Previous experience with e-Statistics reporting paper formulation.
- Experience in project and programme implementation.
- Knowledge and understanding of planning, policy development, analysis, and research.
- Knowledge of the government institutions.
- Full understanding of decision making processes and the ICT role in administrative and management processes.
- Fluency in English
