National consultants in the area of environmental legislation ("Support to Central Public Administration Reform" Project)
Background:
The revised and extended Support to Central Public Administration Reform project provides capacity building interventions to put a modernized public administration system in place, as well as for strengthening the institutional capacity of selected governmental counterparts for the adjustment of national legislation in line with international requirements. For this purpose, UNDP Moldova seeks qualified national consultants to assist the Ministry of Environment and Natural Resources in the process of approximation of national environmental legislation to the EU standards.
Tasks and responsibilities:
The main responsibilities will include the review of various elements of the national legislation on environment, including reviews of both enacted legislation and draft laws from the standpoint of their consistency and compliance with EU legislation on environment. Based on these reviews the drafting of new legislation or amendments to the current legislation – in the line with EU requirements – will be developed and put forward.
Requirements:
Relevant university degree – preferably related to environment protection, strategic environmental assessment, environmental impact assessment in a transboundary context or other pertinent expert field. In addition to specialist knowledge, legal background and experience in conducting legal assessments is an advantage;
- At least 5 years of relevant professional experience;
- Knowledge and experience with the EU environmental policy; understanding of the EU accession issues and procedures for the approximation of national legislation to the Acquis Communautaire;
- Good analytical and writing skills;
- Fluency in both oral and written English and Romanian.
