National consultants for developing, piloting, concluding and preparing for publication the Trainer’s Guide „Human Rights Training for social assistants and workers” - “Support to the implementation of the National Human Rights Action Plan”Project
Background:
The Parliament of Moldova approved the National Human Rights Action Plan (NHRAP) for 2004-2008 by Resolution No. 415-XV dated 24 October 2003. In 2005, this document became an integral part of the EU Moldova Action Plan. It foresees a wide scope of various actions aimed at strengthening democratic institutions, improving human rights observance and protection by central and local public authorities, other state bodies and civil society as well. To support the implementation of the plan, UNDP Moldova launched in 2004 the Project “Support to the implementation of the NHRAP” in partnership with the Parliamentary Committee for Human Rights, which contributes to strengthening the capacity of the Government and Parliament for better respect, promotion and fulfillment oh human rights, thus resulting in establishment of a consistent and transparent system of human rights observance and monitoring in the Republic of Moldova.
At the public hearings held by the Parliamentary Committee for Human Rights in partnership with the UNDP Project it was recommended the Project to ensure assistance - both methodological and technical – to the new founded Ministry of Social Protection, Family and Child and Local Public Authorities (LPA) in the following areas: develop and implement human rights training applicative programs for the personnel within respective institutions; develop and publish methodical Guides designed for staff in charge of human rights training of the personnel; develop and publish compendiums of national and international normative acts regarding the observance of the right to social protection; provide facilities and equipment to ensure further organization of trainings for the social workers and assistants.
To address some of these issues and taking into consideration the Ministry of Social Protection, Family and Child’s official request, the Project intends to elaborate the Trainer’s Guide „Human Rights Training for the social assistants and workers” and the Compendium of national and international normative acts regarding right to social assistance and protection and prepare both documents for publication.
Tasks and responsibilities:
- study NHRAP, programs and reports on the training activities delivered for social assistants and workers at the local level within the Project;
- participate in all meetings with representatives of the Ministry of Social Protection, Family and Child, of NGOs active in the field and with participants at the training programs implemented within the Project in order to collect suggestions/recommendations on the content of the Guide and Compendium;
- propose a preliminary content of the Guide and of Compendium and submit them to further discussion and approval in joint meetings of the team of experts;
- develop draft of the Guide and elaborate the initial version of the Compendium;
- elaborate the program for piloting the draft of the Guide;
- serve as trainer and conduct piloting workshops;
- collect, compile and prepare a Report based on feedback received;
- incorporate, as a result of the workshops, the approved recommendations, make the necessary amendments and conclude the Guide and Compendium to be further discussed at the round table.

- submit the final version of the Trainer’s Guide „Human Rights Training for social assistants and workers” and Compendium of normative acts at national and international level regarding right to social assistance and protection.
Requirements:
Education:
- University degree in law, political or social science, psychology, pedagogy or other relevant fields.
Experience:
- Relevant work experience (at least 3 years) in one of the following position: methodist, psychologist, specialist in the field of social assistance and protection, legal expert;
- Proven experience in HR training and in using andragogic methods of training (proven work experience in HR training for social assistants and workers would be an asset);
- Experience in developing methodical, informative and didactical materials;
- Knowledge about international and national human rights protection systems, instruments and mechanisms;
- Knowledge about international human rights protection standards, with primary focus on those related to the right to social protection;
- Knowledge of national system of social assistance and protection and of situation regarding the observance of the right to social assistance and protection.
Abilities:
- Advanced abilities to analyze, generalize and develop methodical materials;
- Ability to form learning communities;
- Excellent communication skills, ability to facilitate discussions;
- Ability to work in a team;
- Fluent in state language. Knowledge of Russian and English is an asset.
Personal qualities: responsibility, creativity, flexibility.
