Background:
In August 2006 – August 2007, the Project developed and piloted the Trainer’s Guide “Human Rights Training for the Police Officers”. It comprises materials and methodical recommendations useful in identifying the needs for training, planning and organizing training activities for the police personnel within the Ministry of Internal Affairs subdivisions; description of efficient HR training methods for the police sector; detailed description of some training sessions included in the human rights training program, etc. During the piloting workshops, the police officers mentioned the lack of HR materials and limited access to the legislative acts existent in their district police stations, fact that represents an obstacle for an adequate fulfillment of their responsibilities and a qualitative professional development/training.
Given the high demand for the informative materials and legislative acts requested/submitted by district police stations, Ministry of Internal Affairs(MIA) and by Police Academy “Stefan cel Mare”, the Project decided to develop a Compendium of international standards and national legislative acts on Human Rights observance in the police activity.The Compendium will comprise useful international and national normative standards including human rights standards, systems, instruments and mechanisms. The
Compendium is mainly designed for police personnel and for the personnel from Institute of Continuous Professional Education and Applied Scientific Research (within Police Academy „Stefan cel Mare”). It could be also useful for non-governmental organizations active in the field of human rights.


Tasks and responsibilities:

  • study relevant national and international legislative acts in the area;
  • meet with representatives of the MIA and Police Academy;
  • develop and present a draft structure, content and summary  of Compendium for approval;
  • develop and present for the approval a draft of the Compendium;
  • participate in all meetings related to preparation of the Compendium;
  • submit the final electronic version of Compendium in the state language.

Requirements:
Education:     University degree in law, political sciences, social sciences or other relevant field.
Experience:

  • At least three years of work/professional experience in the field of law, human rights or legal bodies area/police system;
  • Experience in legal analysis and assessments/or in drafting legislative acts;
  • Experience in developing informative materials;
  • Knowledge of the legal bodies and police system of the Republic Moldova;
  • Knowledge of international legislation, including human rights standards, systems, instruments and mechanisms, including the observance of the human rights in police activity;
  • Knowledge of national legislation, including human rights standards, systems, instruments and mechanisms, regarding the human rights observance in police activity.

Abilities:

  • Good analytical and writing skills;
  • Good PC skills, ability to use Internet;
  • Fluent in state language and Russian.  Knowledge of English is an asset.

Personal qualities: responsibility, punctuality and self-discipline.
