International Consultant on Public Private Partnerships (short-term)

Background:

The objective of the “Public Private Partnership” Project is to increase the capacity of central and local governments to promote, develop, operate and manage public-private partnership projects for infrastructure development and the provision of basic services. The project will support improvement of the regulatory and legal frameworks build necessary capacities of national institutions and private sector for public-private partnerships and will support identification and implementation of specific projects.

Tasks and responsibilities:

  • Analyzing the legal, policy and institutional framework for PPP development in the Republic of Moldova, and formulating appropriate recommendations for the Government of Moldova
  • Revision of the project document “Public Private Partnerships”

Qualifications and skills required:

  • PhD/MS in Economics, Public finance, Public Administrative Reform or Public Administration or related discipline
  • Ten years of practical experience in public and private sector settings is preferred, including significant experience in implementing PPP in a developing/transitional country environment
  • Documented technical knowledge and practical experience strategy formulation and implementation
  • High credibility of advice evidenced by effective PPP implementation outcomes, preferably in developing/transitional country
  • Excellent analytical skills and strong commitment to sharing expertise and experience in order to develop capacity of others; and work as a member/advisor of a team;
  • High standard of written and spoken English is essential
