Project Assistant - Project “Support to Environmental Protection and Sustainable Use of Natural Resources”


Background:
This project aims at contributing to regional and global environmental benefits achievement through active action for environmental protection and sustainable use of natural resources in the Republic of Moldova. Top-down and bottom-up initiatives will be supported through: a) assistance to Central Public Authorities (Ministry of Environment and Natural Resources), and b) support to non-governmental organizations under a Small Grant Scheme for local communities’ initiatives to solve local environmental issues with potential regional/global impacts and socio-economic benefits for the communities.  The Small Grants Scheme will be implemented throughout Moldova, including Transnistria region.

Summary of key functions:

  • Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;

    Provide support to international consultants in the implementation of their tasks for the achievement of project results (communication, contracts, agenda, visas, hotel reservations, etc);
  • Prepare and issue contracts; Maintain records on all project personnel/national consultants;
  • Make pertinent logistical arrangements for the prompt and effective implementation of the programme activities;

  • Draft minutes of Project Board and Small Grants Committee meetings;

  • Monitor budget expenditures and maintain a proper record of approved project budgets and their revisions;

  • In accordance with the Work Plan arrange for procurement of equipment, supplies and services; Maintain equipment inventory;

Qualifications and skills required:
University Degree in economics, finance, accounting, law, public administration or other related field. At least three years of experience in administrative work, accounting/finance, economics, or other substantive area is required. At least two years of previous experience in development assistance or related work for a donor organization, consulting company, or NGO is compulsory.  Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems. Fluency in both oral and written English and Romanian is a must.  Knowledge of Russian desired.
