National Expert on Public Procurement issues -
“Drought Responce”
Background:
The Relief and Technical Assistance Response Project to the Drought Crisis in Moldova proposal is designed to address primarily the emergency needs created by the severe drought affecting the country during the summer of 2007 and builds on the findings of the joint UN Food and Agriculture Organization and the World Food Programme assessments undertaken during July and August 2007. It considers the difficult situation that many farmers as well as socially vulnerable groups are facing and aims to mitigate the harsh effects from a poverty alleviation viewpoint.
Consultancy Objectives
Monitor the procurement procedure conducted by the Ministry of Agriculture and Food Industry related to Drought Response Project.
Summary of key functions:
- Monitoring the public procurement procedures;
- Monitoring the conformity of the procurement process with national norms and standards;
- Monitoring the standard documentation for public procurements;
- Monitoring the establishment of work group in charge of implementing the public procurement;
- Monitoring the accordance of the development and publication of a request for proposals with general rules;
- Monitoring the existence of the announcement of intent;
- Monitoring the existence of the announcement regarding the award of the public procurement contract;
- Monitor the process of notices to the bidders;
- Monitor the accordance of the notices to the bidders with the national regulations;
- Monitor the timing for the submission and receipt of the applications for participation and bids;
- Monitor the accordance of the process of description of goods, works and services with national regulations;
- Monitor the list of qualified suppliers (the suppliers’ accessibility during the public procurement procedures);
- Monitor the tender documentation and other documents applicable in public procurement ( the structure and contents of the tender documents is established in the standardized documents approved by Government);
- Monitor the integrity of the data and the confidentiality of bids and applications for participation as well as the possibility of scrutiny and analysis in substance of the bids applications for participation by the Contracting Agency solely after the deadline specified for their submission;
- Monitor the bid submission terms and conditions;
- Monitor the validity term (if applicable amendments and withdrawal);
- Monitor the process of the opening of the bids;
- Monitor the process of the bid acceptance, awards and conclusion of the procurement contract;
- Support the Project personnel on public procurement issues;
- Report the monitoring process to the Project personnel.
Qualifications and skills required:
- At least 3 to 5 years of professional experience in the law and public procurement field;
- Good knowledge of the Moldovan law system and public procurement system;
- Analytical skills and report drafting;
- Good communication skills.
