National Expert in Monitoring and Evaluation -“Community Empowerment Project”

Background:

Drawing upon Moldovan and global expertise in facilitating local self-governance and community-led development, the United Nations Development Program in Moldova actually is implementing an Integrated Local Development Program that provides knowledge-based policy advice at central and regional levels coupled with a scaled up community-level intervention that aims to empower communities and integrate local authorities into the regional and community level development processes.   

UNDP will scale up its interventions at the community level through ILDP / Community Empowerment Project, by supporting target communities and providing them technical assistance in the (i) identification of their strategic development priorities and (ii) implementation of community development projects, through large involvement of population and collaboration of Local Public Authorities (LPA) with civil society and private sector.

One of the main objectives which UNDP is following through the Community Empowerment Project is to grant support to local public authorities for developing a transparent information, monitoring and evaluation system that shall be administrated at local level based on a set of indicators.

National Expert in Monitoring and Evaluation will work within the CEP project. He/She should have both, basic knowledge and experience in developing and application monitoring and evaluation mechanisms, and large experience in the collaboration and mobilization of communities in the implementation of community development projects.


Tasks and responsibilities:

The main duty and obligation of the Monitoring and Evaluation National Expert is to develop the concept and methodology of a transparent community-based information, monitoring and evaluation system that is going to be used for the decision-making process at local level.
For the given purpose, the Monitoring and Evaluation National Expert shall carry out the following tasks:

    • To elaborate the methodology intended for the transparent information, monitoring and evaluation system to be used within decision-making process at community level; 
    • To develop and coordinate the list of monitoring indicators and evaluation criteria;
    • To elaborate the mechanism for data collecting and information systematization;
    • To develop the “Guidelines for participatory information, monitoring and evaluation system usage at community level”;
    • To organize training courses for national trainers and facilitators activating within CDP/ILDP project;

    Qualifications and skills required:

    Education: High education in social sciences, and/or public administration;
    Relevant experience: at least 5 years experience within community development projects and programs and collaboration with local public authorities and other community actors.
    Languages: Fluent Romanian and Russian
    Computer: Basic computer skills
    Other abilities: Experience in the field of monitoring and evaluation mechanisms’ development and application within community development programs as well as research and analysis skills, high level of responsibility, abilities to organize, proactive approach to solving the problems, and social and communication abilities
