National Expert in Statistics and Biostatistics - BUMAD
Background:
UNDP is implementing EU funded Programme of assistance for the prevention of drug abuse and drug trafficking in Belarus, Ukraine, Moldova (BUMAD Programme).
The BUMAD project in collaboration with the National Drug Observatory intends to conduct a nationally representative survey targeting Psychotropic Substances Use and Related Attitudes on the both banks of Dniester River. The methodology of the survey in subject should follow the guidelines of the European Monitoring Centre for Drugs and Drug Abuse (EMCDDA) Handbook for surveys on drug use among the general population. Final report. The national expert in statistics and biostatistics will be hired to assist the National Drug Observatory (NDO) in the implementation of the General Population Survey targeting Psychotropic Substances Use and Related Attitudes. The survey results will help to determine a local context that could be used when designing a national prevention company. The National Drug Observatory will supervise and coordinate the conduction of the whole survey.
Tasks and responsibilities:
- To develop a sampling method and procedures for the pilot survey (separately for each of banks of Dniester River), the proposed sampling method and procedures should be developed in close collaboration with NDO,
- To develop the sampling method and procedures for the general population survey and to ensure that sampling errors are minimal and to agree with the NDO on the proposed sampling method and possible over samplings (separately for each of banks of Dniester River),
- To adjust the sampling method and procedures of the general population survey following the results of the pilot survey and to agree with the NDO on the proposed sampling method and possible over samplings (separately for each of banks of Dniester River),
- To assist the NDO in the development of the request of proposal to hire an implementing company and during the selection process.
- To propose and agree with the NDO on quality control procedures and training plans to ensure that non-sampling errors are minimal which covers the following :
- To provide two-day training on “sampling methods”. The audience will be the NDO staff.
- To agree on the represenativeness of the survey and ensure that a common understanding of this objective and the manner how to achieve these prevails.
- To review with the NDO the training plan related to the interviewers and supervisors to ensure that information is collected efficiently and in a uniform manner.
- To provide assistance in data cleaning and consistency check procedures in order to ensure that all irregular responses have been taken out and not included in data processing.
- To propose procedure how to control for mobile population / migrants cases and reflect it in analytical procedure and reporting of results.
- To provide assistance to the NDO in the production of output tables with special consideration to the correlation between targeted indicators.
Qualifications:
- Strong academic qualifications in the Social Sciences, Statistics or Mathematics as evidenced by the possession of a University Degree from a recognized University.
- Knowledge of the theory, systems and application of statistical research methodology.
- Knowledge of the practical application of statistical methods in the implementation of general population surveys.
- At least 3 years of professional experience in survey design and statistics preferably with familiarity in the health related field (please attach the CV with the list of references and final reports of the designed survey).
- Good knowledge of statistical software applications such as SPSS or STATA.
