Two national consultants
Background
UNDP supports the national development priorities of the Republic of Moldova through capacity building in the formulation, coordination, monitoring and evaluation of development policies and programmes and through strengthening the national capacity to mobilize donor resources for their implementation. Upon the request of the Government of Moldova, UNDP is seeking 2 highly qualified and experienced national consultants to provide necessary support and advice to relevant national authorities in supervising and coordinating the implementation of the Threshold Country Plan of the Millennium Challenge Account as well as support national counterparts in developing the Compact proposal for the Millennium Challenge Corporation (MCC).
Summary of tasks and qualifications:
Consultant 1: Economist/Development Expert:
- undertaking the economic growth constraints analysis,
- building the economic logic of the program (MCC compact proposal),
- conducting economic and sectoral analyses,
- demonstrating how the program will lead to poverty reduction through economic growth,
- ensure that measurement for results is fully integrated into program development, the potential economic rate of return is analyzed coherently, and that program and project goals and expected result, and how they will be measured, are all set forth clearly.
Requirements
- university degree in economics, public administration or law;
- good knowledge and understanding of policy issues;
- good analytical skills;
- good writing skills;
- experience in communicating and cooperating with governmental, non-governmental and donor agencies;
- fluency in Romanian and Russian, good level of English
Terms of reference
Consultant 2: TCP Consultant
- Ensure effective institutional coordination of all responsible parties in the implementation of the TCP Plan of Actions;
- Ensure effective monitoring of overall TCP performance and of separate components in close collaboration of all parties involved;
- Provide assistance in drafting policy papers and legislative acts aimed at preventing and limiting corruption and advocate their approval
- Ensure effective donor coordination throughout the TCP implementation
Requirements
- university degree in public administration, public management, law or sector-related fields;
- good knowledge and understanding of policy issues;
- good analytical skills;
- good writing skills;
- experience in communicating and cooperating with governmental, non-governmental and donor agencies;
- fluency in Romanian and Russian, good level of English.
