MOLDOVAN BORDER GUARDS EXAMINE RECOMMENDATIONS FROM INTERNATIONAL EXPERTS

     "Enhancing Border Control Management Program", funded by European Union, co-funded and implemented by UNDP Moldova, has recently carried out a public awareness workshop, with the representatives of the Border Guards Service, other relevant Bodies assigned with border management issues, international and national organizations, as well as with experts from different fields, on the need of reengineering and optimizing Border Guards Service due to the European Union requirements, stipulated in Articles 49-50 of EU-Moldova Action Plan.
     The three experts of the European Union, having a rich experience in the field of border management and security, have been assessing the real situation at the Moldovan border for several months, as well as the Legal Framework of the Republic of Moldova (RM). The outputs of their overviews have been reflected within the three Reports, and their final version will be published soon on the Project's web page (www.undp.md/border).
     Mr. Antanas DUBIKAITIS has developed a Report on Recommendations related to designing a National Strategy in the field of Integrated Border Management and Control. These recommendations have been proposed with regards to organizational structure, Internal Management and needed Legal Framework for reengineering and demilitarization of the Border Guards Service and with a view to transforming it into a Law Enforcement Agency in accordance with the provisions of EU-Moldova Action Plan.
     Mrs. Inese KALNINA has specified in her Report on Legal Framework that the Republic of Moldova is to amend and enact two major Laws: the Law on State Border and the Law on Border Guards Service. Harmonization of the National Legal Framework to the European requirements will enable Moldova to considerably strengthen its status regarding border management and border security.
     Mr. Werner SPENHOFF in the Report on Equipment and Infrastructure has thoroughly described the current situation, the immediate and further needs. Even if certain progress has been registered in the field, as the Report concluded, the overall situation has to be re-addressed in the context of a financial support from both the Government and International Bodies. In a different case, it will be impossible to reduce illegal migration and illicit drug traffic, especially at the Eastern border of the Republic of Moldova, states the German Expert.
     All the three Reports contain specific short, medium and long term recommendations and proposals. Their implementation will contribute to an important development of the Border Guards Service and will simplify the process of adjusting the national Legislation to the European Standards.
     Mr. Rosian VASILOI, Head of the General Director Board of the Border Guards Service of the RM, has assured that the recommendations presented by the Experts are useful and helpful, and they are going to be incorporated in Legal Acts that will be developed by this Institution. He has expressed his gratitude to the "Enhancing Border Control Management Program" Project (Mr. Iurie RENITA, Program Manager), Moldova UNDP representatives (Mr. Vitalie VREMIS, Program Associate) for the assistance provided and for organizing such constructive workshops.
